Taylor Goulbourne, PhD, MPH
Dr. Taylor Goulbourne is a researcher, strategist, and community-engaged practitioner working at the intersection of public health, communication, and social equity. She founded TMG Consulting to help mission-driven organizations design smarter programs, deepen their community relationships, and tell more powerful stories about their work and impact. At the heart of Taylor’s work is a conceptual model she developed and published: a model of the Communication Infrastructure as a Social Determinant of Health.
In addition to consulting work, Taylor teaches Program Planning, Implementation, and Evaluation in the Master of Public Health program at Thomas Jefferson University and serves as a Senior Consultant with Technical Assent, supporting service design initiatives within the federal government.
Her approach is grounded in both practice and scholarship. She has spent the past decade supporting and leading research, evaluation, and strategic design efforts alongside nonprofits, public agencies, and health-focused institutions. Taylor holds a PhD in Health Communication from Rutgers University, a Master of Public Health (MPH) from the University of Pennsylvania, and a B.S. in Kinesiology and Anthropology from the College of William & Mary. Most recently, she was selected to be a Leaders in Equitable Evaluation and Diversity (LEEAD) Scholar through Expanding the Bench.
