Evidence into Action.
Transforming data into stories and strategies that create healthier, more equitable communities.
MEET OUR FOUNDER
Taylor Goulbourne, PhD, MPH
Founder + Principal Consultant
Taylor Goulbourne is a researcher, evaluator, and health communication scholar who believes that evidence becomes most powerful when it's translated into stories and strategies that people can actually use.
She founded TMG Consulting to bridge a gap she kept seeing in the field: organizations doing meaningful work but struggling to measure it, communicate it, or build on it. Drawing on her background in health communication, public health, and community-based participatory research, Taylor brings a combination of academic rigor and practical, people-centered thinking to every engagement.
Born and raised in Omaha, Nebraska, Taylor's commitment to community runs deep. Her work is grounded in the belief that the communities most affected by inequity deserve evaluators and strategists who take their voices seriously, and who can translate findings into action in ways that are clear, culturally responsive, and built to last.
In addition to her consulting work, Taylor serves as an adjunct faculty member at Thomas Jefferson University's College of Population Health, where she teaches Program Planning, Implementation, and Evaluation. She is also a current fellow in the Leaders in Equitable Evaluation and Diversity (LEEAD) program through Expanding the Bench.
Taylor holds a Ph.D. in Health Communication from Rutgers University, a Master of Public Health from the University of Pennsylvania, and a B.S. in Kinesiology and Anthropology from The College of William & Mary.

Areas of Practice
At TMG Consulting, every engagement is built on a few core beliefs. The best solutions are built with communities, not just for them. Data is only useful if it's accessible and communicated in ways that actually reach the people who need it. And equity isn't a checkbox. It's a lens we bring to every project, every conversation, and every deliverable we produce.
No two organizations are in the same place, and no two engagements look exactly alike. Here's how we work together:
-
Good evaluation shouldn't live only with outside consultants. TMG Consulting offers coaching, training, and learning experiences designed to build the internal confidence and systems your team needs to measure your work, make sense of your data, and tell your story, on your own terms. Whether we're working one-on-one with a program director navigating their first logic model or facilitating a multi-session workshop for a team ready to level up their data practices, every engagement is grounded in where you actually are right now. The goal is always capacity that sticks long after our work together ends.
-
Great evaluation isn't just about collecting data. It's about asking the right questions, building the right systems, and making sure the findings actually land. TMG Consulting partners with nonprofits and funders to design and conduct evaluations that are rigorous, community-centered, and built for real-world use. From evaluation design to data strategy to final reporting, we translate complex findings into clear narratives that inform decisions, strengthen programs, and communicate impact to the audiences that matter most.
-
The most important conversations deserve more than a meeting. TMG Consulting designs and leads facilitated sessions that create genuine space for dialogue, surface what's really going on beneath the surface, and move groups from conversation to aligned action. Whether you're navigating a strategic planning process, a community engagement initiative, or a complex organizational transition, we bring an equity-centered lens and a steady hand to the room.
Let’s Connect!
Every great partnership starts with a conversation. Whether you're exploring a new initiative, navigating a challenge, or just curious about what working together might look like, we'd love to hear from you.
