MEET OUR FOUNDER
Taylor Goulbourne, PhD, MPH
Founder + Principal Consultant
As a researcher, evaluator, health communication scholar, and public health strategist, Taylor partners with mission-driven organizations to design, evaluate, and communicate programs that are grounded in evidence, shaped by community voice, and built for impact. She approaches every project through a public health lens, recognizing that health is not only about clinical outcomes but also about the stories, systems, and signals that shape community well-being.
Her perspective as a consultant is grounded in both lived and professional experience. She was born and raised in Omaha, Nebraska, where her family has lived for generations. From an early age, Taylor saw the power of using one’s skills, expertise, and resources to serve and uplift the community, and that belief continues to guide her work today. She now lives in Philadelphia, and while the context has changed, the lessons shaped by her roots remain central to how she leads research, builds partnerships, and advances equity across communities.
In addition to her consulting work, Taylor serves as an adjunct faculty member at Thomas Jefferson University’s College of Population Health, where she teaches Program Planning, Implementation, and Evaluation, along with other core courses in the Master of Public Health program.
Taylor holds a Ph.D. in Health Communication from Rutgers University, a Master of Public Health from the University of Pennsylvania, and a B.S. in Kinesiology and Anthropology from The College of William & Mary. With this foundation, she believes that evidence becomes most powerful when transformed into strategies and stories that create healthier, more equitable communities.

TMG Consulting’s philosophy is guided by values that shape every project and partnership::
Collaboration: We believe the best solutions are built together. We work in partnership with organizations and communities, ensuring every voice informs the process.
Equity & Inclusion: We strive to create programs and strategies that work for everyone, especially those who have historically been left out of decision-making.
Evidence with Heart: We ground our work in data and research while never losing sight of the people and communities behind the numbers.
Sustainability: We focus on building capacity and creating strategies that last, so organizations and communities can continue thriving long after the project ends.
Impact: Every project is guided by the goal of making a real, measurable difference in people’s lives.
Every engagement is co-created with organizations and communities, ensuring strategies are evidence-informed, culturally responsive, and actionable.
